we reduced the cost of medicare by over $700 billion. we found savings of $700 billion in medicare. no one should question whether democrats are willing to try to extract savings to reduce the cost of medicare. a lot of democrats lost their elections because republicans campaigned accusing democrats of cutting medicare. even in this presidential campaign, the president was attacked by mitt romney for it. what mitt romney forgot to mention is none of those cuts in spending in medicare cut benefits. when we did the reductions in medicare spending, we made sure none of those could come at the expense of american seniors who are receiving medicare. the reason you can do that is because there are enough savings to be have. -- had. you go after some of the fraud and waste and you get a ton of savings. that is what we did. in a district, there are a lot of efficiencies to learn from. we are willing to discuss reduce spending on important programs. what we are not willing to discuss is, in the first instance, how you pay for deficits that were caused by things other than these programs. we

with respect to medicare, we do have a very different approach to dealing with medicare. there is no doubt we have to bring down medicare health-care cost growth. the difference is that we believe we should expand on the kind of reforms that we made in the affordable care act, where we achieved billion about $716 billion in savings, not simply by across the board provider cuts, but by changing the incentive structure, the way we pay providers so we focus on the value of care, not the volume of care. i think it is ironic that we have gone in the last four weeks from many of our republican colleagues criticizing the president for having done too much in savings on medicare, $716 billion -- their presidential candidate proposed putting that money back in, in other words adding $716 billion back into the cost of medicare, to complaining the president does not want to do enough. >> who was that presidential candidate? anyone remember? >> i do not want to relitigate the campaign, but it is an important point, i think, which is he proposed that we put the $716 billion net cost b
